Decracated performance on OCPP message handling

Resolved

We saw an increase of OCPP traffic that caused a delay of message handling.

This caused a delay on our reply to chargers and potentially chargers rebooting.
Our autoscaling did kick in to compensate on the load but reach it's maximum. At 23:10 we increased the maximum and this resolved the issue.
More thural investigation will be conducted on where the load came from and how to prevent this in the future.
